My best guess would be that testers approached these things when they had smiling faces and tried to talk to them, since that was a thing in the first level with the red bombs and Koopa the Quick, so the developers changed the face to something less friendly.

According to Mario Wiki they are supposed to be like metal slimes. They do offer 20 exp which is a lot early on... But by the time you have a character that CAN defeat him, that is not a lot. So you can't really farm them for exp.

As a kid I always thought of them as novelty characters. They are supposed to be little teasers that can't be killed... They are just there to get information and report back. they are not supposed to be spotted. As their psycopath says "Transmitting information. Over and out."

I'm 80% sure Greaper is just supposed to be a redesigned Boo Guy. The JP SMRPG name is literally only a contracted form of the JP YI name, and when Boo Guys reappeared in Partners in Time (having some of the same staff as SMRPG), the JP name from SMRPG was used. The change was likely due to battle text constraints. Sick scythe tho.

That is a great question. Because in some games they work for Bowser, but originally they are Wart's minions(?). Maybe Shy-guys are a mercenary troop?.... idk.
In Mario RPG, they are not afraid of Bowser and are not from his original Koopa Troops. So Shy Ranger could be a spy for Smithy, or a complete mystery boss....

I like that mercenary troop explanation, seems like it would fit their strange string of seemingly unrelated yet generally antagonistic appearances in armies of fledgling royalty (no longer needed once they have a proper army) as well as lucrative things like raids and sporting events. Particularly effective squads or individuals might be worth the extra cost of keeping on for longer.

The only thing that's been sterilized is Paper Mario, because Tanabe is a shitlord who chose to interpret suggestions from Miyamoto in the most rigid and destructive ways possible. The Mario Mandate meme is borderline schizophrenia in how far it's been blown out of proportion. The last mainline Mario was bold and experimental, letting Mario possess enemies and realistic dinosaurs as its main mechanic. Even the M&L remakes actually kept a lot of the weird designs, but they did change some of them to be more standard, because they wanted to save as much money and time as they could on asset reuse. The old designs weren't banned.

This is my favorite game of all time but I recently played through it for the first time in over a decade and I can see how it wouldn't impress someone who played later Mario RPGs first. It's just too easy and the towns are too small. The Sunken Ship is the only part of the game that presents something of a challenge due to Peach and Bowser still being underleveled when you get there.

You forget the awful pacing of Paper Mario and Mario&Luigi RPGs.
The games come to a complete standstill with how the dialogue drags everything out to the point of repeating itself in new words, and stopping you every 5 feet like its a new pokemon game.

"Did you know you can press W to do ? I bet you didnt know. I should have bet my friend that you couldnt, cuz if i did, id have won. which if i won, I could have gone on a vacation. enough about that, dont forget the W button! But then again, maybe you should, so i can actually make that bet this time. Id love to go on a vacation. That's because they see a lot less use than you'd think outside of cameo rosters. Outside of Paper Mario, it's only really the Yoshi series that lets them thrive, and that's all shovelware now.
