There's concept art of SOTN Alucard with dark hair. I think Kojima figured that his design would pop out more if he had light-colored hair.
Or Kojima came up with the white-haired Dracula design and started experimenting with giving Alucard a lighter shade.
Or Alucard being a dhampir and thus having a human mother got decided in development, and so Kojima wanted to incorporate a bit of Lisa into his design.
Or someone read Elric and thought "wow, this guy's cool."

The real reason is because Tom Cruise played Lestat in Interview With the Vampire shortly prior and video games are notorious for stealing from movies.

An arguably defensible in-universe explanation is that his hair grew and lost it's color during the 300 years he was asleep. Though this is undermined by Castlevania Legends. It really was just a retcon.

This is basically what they did for the Castlevania Netflix series and it worked pretty well (Despite other issues), Alucard is basically his Symphony of the Night design, but giving Dracula dark hair automatically gives Alucard more resemblance to his mother.

Another thing they got right was Dracula's design. Not so much the goatee, but in the original book he had the same hair and mustache. One upside to having English lit faggots write your adaptation is they will try to stay close to the source material, obviously not with the games they pretended to be fans of, but still.
