Just get a 100 terabyte ssd. That should hold all roms up to ps2 including Mame, plus leftover for other things that you’ll probably need space for while setting up the emus n stuff. I’d probably install windows 10 over 11 you can always upgrade free when/if more stuff gets updated. Retro arch is basically an all in one emu front end that would be a good choice if you are only using this machine for emulation. You can find tuts online to create minimal windows installations custom drivers and such to reduce cpu usage and direct it straight to retro arch (I don’t even like retro arch, but it seems logical for your purpose)

100% depends on what you're wanting to play.
n64 or older have almost non existent file sizes by modern standards (32MB for OOT). Any disc based consoles like ps1 or newer will be like 1gb+ a game.
I find it hard to believe you'd hit over a 128gb drive.

Get a list of PS2+Xbox games you want to play and times n by 4.7GB

Get a list of GameCube games you want to play and times n by 1.46GB

Get a list of Dreamcast games you want to play and times n by 1GB

Get a list of PS1+Saturn games you want to play and times n by 0.45GB

Get a list of PC-Engine CD games you want to play and times n by 0.35GB

This is based on average ROM sizes and of course doesn't account for multidisc games (it's your job to pick the games) or games with otherwise outlier volume (again, your job to pick the games).

Space won't be an issue for cartridge-based systems or Sega CD (most Sega CD games aren't even 100MB).

It depends a lot on which games you play the most and how often you see yourself playing them... Cartridge games take up next to no space, so if you have only like ten PS2 games and a full SNES set you won't need as much as if you play primarily stuff like GameCube, PS2, Dreamcast, etc. which requires a lot more space. I think this a fantastic idea btw OP, especially on the TV

For some reason 1TB just sounds good enough. The reality is 12TB hdds aren't expensive, of course 22TB exists. May as well throw the os on an m.2 card and the games on the biggest 7.2krpm disk you would like to buy.
