No, it's not. You're thinking of the version included on the Sonic & Garfield Pack. Baku Baku stand alone PC version is unique (like a downgraded Saturn version): https://youtube.com/watch?v=3eVBvTap8yY&pp=ygUMYmFrdSBiYWt1IHBj

Daytona USA Deluxe = Arcade port of the Saturn Daytona USA CCE. But has a few extra features, also has online play. Direct X rendering.
Virtua Squad 2 = Virtua Cop 2 Saturn port. Has D3D rendering.
Sega Rally Championship 1995 = Saturn port. Has D3D patch.
Virtua Fighter 2 = Saturn Port. Contains arcade model meshes and D3D.
Sonic 3D Blast = more or less a Saturn port. But has worse bonus stages.
Bug! = Saturn port
NBA Action '98 = saturn port with D3D
Manx TT SuperBike = Saturn port, has D3D. Never played it.
Baku Baku = Saturn port, has online play
Sonic & Knuckles Collection = basically it's Sonic 3. Sonic & Knuckles and Sonic 3 + Sonic and Knuckles. has some MIDI music tracks. CyberTroopers: Virtua On = Saturn port with D3d. never played this one.

So much this.
The post-Saturn cancellation PC conversion of Sonic X-Treme had so much potential to be a streamlined (better) version, but Sega's autism about unoriginal PC ports that'd be outdated in a few years killed it in one final bout of the mismanagement that destroyed the game.

Why were Sega PC ports so broken early on? It's pure madness as to why they won't work elsewhere. The ports only seem to work on specific versions of Windows 95 and 98 and literally nothing else

it depended on the game. i remember sonic cd forcing 256 colors on windows 98 like that but iirc 3d blast just werked even on xp as well as every game from picrel but cd. sonic r had no music but apparently that was an issue specific to this pack

It's a pretty overlooked part of the story even among because the X-Treme crowd because very little is known about that phase of devepopment and people still like to romanticize it as the Saturn game that could've been. I think if they gave another team at Sega their assets and said "here, finish it for us," sure it wouldn't have made Christmas or console but it would've been an interesting PC exclusive (until Gems Collection probably).

It probably would have sold good too, considering how well the other Sonic pc ports had done and were getting re releases up into the 2000s.

It's not in that pic but Sonic R is actually better on PC, there's way more options for things like weather and a day/night cycle, better models/animations (especially for Amy), and a couple of other improvements. Sonic CD also got the full quality FMV opening and ending on PC which the original SEGA CD couldn't handle. This is how I first played both of these games before I even knew about SEGA CD (I did know about Saturn though, just never got one). It seems 3D Blast is the only one that was slightly worse as it has a different Special Stage from the Saturn version, but still mostly the same otherwise

>Sonic CD also got the full quality FMV opening and ending on PC which the original SEGA CD couldn't handle
It always messes with me that the original version of Sonic CD's opening/ending looks like complete trash. Like they went out of their way to make this beautiful animated sequence set and it doesn't even work on the lead platform? A shame about how bad the original PC version of CD was gameplay-wise, but christ.
