Dunno if I'd call it best, but I think this one is pretty underrated, although you could argue it's more of a FPS than a SHMUP.
Pretty sure it was the only licensed game amongst the Famicom Mini set on GBA too.

It's hard to say my favorite but out of the many dozens I've played and cleared, the ones I've enjoyed the most are In The Hunt, Out Zone, 1944, Daisenpuu, Batsugun, Sengoku Ace, Sonic Wings, Darius 2, Darius Gaiden, Sapphire, Nexzr, and Batrider.

I adore the Star Solider games on the PC-Engine. The mixture of the incredibly solid shooting with fantastic music is just good shit. Solider Blade is particularly good.

Twinkle Star Sprites, but only if you play 2 player. CPU is too easy to beat.
Raiden DX. All others can be ignored.
Hotdog Storm
Mars Matrix and Giga Wing (not 2) are great, but they might have a few too many bullets onscreen for you. The difference is that you use a shield mechanic and intentionally eat the bullets.
Radirgy. Fucking incredible.
Can't think of anything else. Avoid Irem, Toaplan, Treasure, and Triangle.

Start making notes. Psikyo stuff is pretty easy, so keeping notes of bullet patterns with mnemonics and diagrams is simpler than more difficult games. It's good practice.

most Psikyo games are very memo-heavy, you basically tap dodge at the good timing or use safespots at the right time (+ get in position to kill enemies quickly during stages), but hardest part is getting that timing down since it can be very tight
As scary as they look, if you were very good you could pretty much do most Psikyo bosses blindfolded in theory because there isn't that much randomness.

so I've been (re)playing a lot of NES SHMUPs and I think this is genuinely one of the better ones.

It's pretty short, only 5 stages, and enemies/bullet patterns aren't always the most original, but the game really shines with all its other mechanics which gives a fresh spin on the formula: being able to face your character both towards the left and right, the option modules that rotate around the player and which you can manually stop to direct fire, scrolling which can change direction during a level, and the "1 life but you have a life bar" thing.

That and it has some really cool levels like the space elevator, or the entire level that has you going all around an enormous battleship.

Funny people say the SHMUPs formula has done to death and you can't do anything new with it, but then games like this just makes me wonder.. is it really? Or were devs just not trying hard enough?

The problem was compound. Doom and fps stole the wind from shmups, and the genre never adapted their design from arcade(6 stages 1.1h max) to console(saves etc).
Then 3d arrived and shmups were super ded.
