I always interpreted that as a nod to all the secrets MK3 had.
Mortal Kombat always relied on the secret factor: fatalities, hidden characters, and in the case of MK3, they included the kombat kodes and I remember they tried to really hype that up, then people didn't care much for that.

yeah the main draw were the kombat kodes youd enter at the end of the game to unlock hidden characters. in vanilla mk3 robo smoke was the only one. i remember being disappointed if the machine didnt have him unlocked (my local arcade did, so i didnt bother knowing the kode). almost everyone picked him, and if he wasnt available, then it was kabal. but yeah the kodes you put in at the 2 player vs screen werent as great. i think the most commone one was disabling throws. i remember some people despising throws and always trying to get the other guy to go along and disable them.
