would it have been possible to access the web using the famicom network adapter if someone made a web browser cartridge?

When?

The web, technically yes. The modern web - as in most of the real websites you would want to access - not really. The javascript bloat is too heavy for such an anemic system. But you could probably load 4chan for example. Anything with simple HTML and lightweight still image content would be fine.

The Famicom doesn't have enough onboard memory to even load the image you posted.

obviously it would just be text based

The Famicom doesn't support text. All text characters are graphics that have to be manually programmed into the game.

By including a bunch of premade graphics such as character sprites and text.

It also doesn't have enough onboard modem and web browser, hence the peripheral.

>>9799296
The modem literally includes a font rom.
