That was it. It wasn't until the mid to late 90s that companies were comfortable using anime styled artwork. They thought Western consumers wouldn't get it. But after Dragonball Z and Sailor Moon, it was more a boon than a risk. That's why they replaced all of Toriyama's artwork with generic fantasy BS on all the Dragon Warrior games.

It's also why they left Chrono Trigger alone.

That pretty much was the reason, though. Very rarely did we ever get the original boxart. Most of the time it was either something horribly done on their own or a really poor version of the original. Mario 3 is a good example of this. All we got was raccoon Mario on a yellow background.

Because in almost all cases it was better-drawn, and the level of abstraction or stylization in the character detailing lent itself to a better representation of the game than the overly-realistic western cartoon style, which depicted things that would only just barely be able to be connected with the sprites in-game.

This refers to the region lock. Nintendo and Mattel both distributed the NES in Yurop, but Nintendo decided to do it personally later on. So the Mattel and Nintendo versions of PAL NES use a different lockout chip. I think the NES refers to the American one, since it wouldn't make sense to exempt both variations.
