I prefer my beat them ups to have more than 3 simultaneous enemies, which the SNES was not capable of due it's deficient and flawed hardware, therefore the obvious choice is the Mega Drive.

Learn how to 1cc arcade belt scrollers and you'll never be able to go back to streets of rage 2 and will see all its abysmal flaws, the only thing good about it being its (plagiarised) OST. The game is clunky and overlong, has absolutely no balancing and eats your inputs on higher difficulty modes so they just chuck lives at you like candy to get around it, and teaches you bad habits which starve you of having to learn the proper skills that are essential for 1cc'ing arcade belt scrollers. It's passable by console standards but nothing more -- doesn't hold a candle to the top 10 arcade belt scrollers of all time.

It was also inferior to the Arcade original the whole time, as the SNES version, like all other beat them ups on the console, could only handle 3 simultaneous enemies, due to the deficient and flawed hardware, an issue the Arcade version did not suffer.
