It is if you get the right versions. Arcade is always uncensored and some Saturn releases. Avoid SNES and PSX ports, they contain no tiddy. There is a version on the Dreamcast that has a character creator and you can make Rally in it, but sadly, no tiddy.

Remix and 2 on Saturn are uncensored.

The Suchie-Pai games are just Mahjong with cheating. There's all sorts of moves like exploding a tile (make unusable), seeing opponent's hand, etc. The Sonoda-sensei character designs are a staple with the series too.

Other than those 2 Suchie Pai games, there's Yakyuuken Special - Kon'ya wa 12-kaisen, which is an FMV strip rock, paper, scissors game where the girls get naked eventually. You get nipples and butt, no bush, though
