I've bought 4 or 5 to make FreePSXBoot cards, all from different sellers over the course of months, and every single one was Japanese with Japanese text on the back and loaded with Jap game saves (though the most recent one had a very unexpected Crash Bandicoot 2 save on it, can't even imagine a Japanese man playing that).

They're buying up every controller they can to steal parts, "customize" (aka make fucking ugly), mod, basically searching for the perfect controller to go 0-2 with at their 5 man local. What's funny is that there are other large online game retailers that do the exact same thing but don't get nearly as much hate. Stores like JJGames and LukieGames are equally as bad. If people want to enjoy retro and vintage technology, then they should be doing research to be more informed about what they're buying and if they're getting a fair price.

Worked at a retro game store for a while.
The only things we cleaned were the outsides of consoles, controllers, and cartridges that had something unmissable on them, like "Tony's poop smells good" levels of permanent marker.
Consoles and controllers got "tested" by seeing if it loads up one game, and checking to see that all the controller inputs work on that game.
When being sold, games on disc would be looked over for a couple of second, rotating it in the light to see any scratches, and put in the refacer if needed. Cartridges would be giving a once over with a q-tip and isopropyl alcohol. Customers were informed to come back if they had any issues. And in all fairness, there were very few times someone came back with something not working.
Almost everything was sold as "currently working". The only time we ever sold anything as refurbished were backwards compatible PS3, and they had absolutely been touched up.
I would have loved to be able to fully dismantle consoles and controllers and properly clean them up, but there's simply no time. While you could argue they should hire someone for that, the store couldn't afford that, especially if your store is selling things a bit under eBay prices.
