Yes it is. Each stage comes with a briefing in what buttons you use so just look at what buttons they suggest for that stage and experiment how you're suppose to use them. The main menu is in English.

No. There are a few missions with one on one fights between your Eva and the angel like a 2D fighting game. There There is a quick time event mission, one you have to do the onscreen c-button presses to "synchronize" with Asuka, two missions in which you have a map bar in the bottom and you have to press the A button at the green bars on the bottom map to progress, another you have to guide the X and Y coordinates to guide a spear through space to kill an angel, and an Olympic games button mashing mission.

I don't understand how it doesn't have a patch by now - is the N64 hard to mod for or something? With the popularity of NGE it seems a no brainer. But then again none of the girl raising vn's like steel girlfriend or whatever got translated either. Tons of old Gundam and Legend of Galactic Heroes games too.

NGE on N64 doesn't really need a translation that badly. The story is still mostly the same as the anime save for some a few small alternate scenarios depending on how you perform, but it's mostly a pick up and play arcade style game really.

The art really is amazing, agreed. It's so hard to pick a favorite frame, even from just one episode. I can't get over how the entire first half of the movie is just scene after scene of sheer intensity; each could almost be a short film on its own. I wonder how many superfans had panic attacks or something in the theater, given how much it escalates from the show.

You'd need to play it a bunch to see it all since you'd need to beat Easy, Normal, and Hard mode. I actually had to learn how to play the fighting sequences on hard since some angels attacks will take off half your life. You end up trying to tear AT fields to boost your synch ratio so you can body the opponent.

The unlockable special commands OPs talking about and the simulation mode might add some extra replay value.
And at the time of release, It was an impressive looking game, I could see people playing it over and over just to marvel at the graphics.
