This one artwork here always interested me.
It was pretty common for AI bootleg carts in 90s and it looks kinda official, but character doesn't look like Higgins/Takahashi at all. I never saw an official artwork like this. Where did they get it?

No he doesn't. Takahashi looks more or less the same on all four Adventure Island carts and even SNES/PC engine ones.
Bigger ears, different eyes, no wide smile.

Also that Toad female behind doesn't look like Tina/Princess Leilani.

Bee logo on the hat basically confirms it's official but I can't find any game that is related to it

My first intuition was it being from Abenobashi but I looked it up and it's actually a different style and released in 2002. Maybe the straw hat is a red herring. The art seems to be from a shojo anime/manga and I have a vague impression of having read something by that character designer before or at least seen art by them. Marmalade Boy... no, it's not that. Fruits Basket? No. Kodomo no Omocha? Nope. Omoide Poro Poro? Still no. Maybe it being shojo is also wrong.

Let's take a step back, this (Tpиop) is a r*ssian Famiclone cartridge probably from around 95-96, right? Following [тpиop] leads us to this blog: https://dendygames.wordpress.com/tag/тpиop/
But still no dice on FUN FAIR.

That's where my research ends, I'm sure if you asked in /a/ someone would instantly tell you what it's from. It certainly looks really familiar to me.

It's actually trademarks, not copyright. Taiwan did not give a shit about copyright law until the 2000s but trademarks were a separate thing and they were actually enforceable there, hence pirates scrubbing all trademarked logos in counterfeit games.
