you can turn off motion smoothing / cinema mode without switching to game mode
it's supposed to help with latency or whatever
on my tv game mode washes out the color so i just switch to whatever preset looks best

No, input lag literally only matters for gaming and nothing else. Depending on your TV it could affect a wide number of things. Many TVs automatically enable Game-Mode or low-lag mode or whatever they call it when you are using a game console.
