This game apparently is a USA exclusive, despite being developed by a Japanese company. Of course, there were many other USA exclusive Japanese games, but most of those were based on licenses, like LJN's games. This game looks completely original, and even appears Japanese. Maybe it was meant to have a Japanese released but was then canned, much like Contra Force.

Also, the Micronics tier scrolling kills it for me.

Mega Turrican.
Disturbingly fun, if not feeling quite similar to Super Metroid, due to the roping around everywhere. Still alot of fun, comes off as a cross between a shmup and metroidvania.

Shit was awesome. Third-person Playstation games tended to convey that vibe in general.

This is my first vote. Despite this dude being one of the most badass motherfuckers in history, so few people talk about his games. Granted, the first one was pretty poor, but the second was considerably polished, and the arcade games were quite good too.

Yeah, the second game is called Mafat Conspiracy. As I said, it was superbly polished, and a welcome improvement over the first game. The only parts that can be frustrating are the sniping points, where you have to hit precise points, and take wind direction/speed into account...oh, did I mention you have to make the shot with one bullet or it's game over?
