Do you even understand what a RNG is?
Let's say you have 75% of chances to succeed.
A random number between 0 and 100 will be generated by the RNG when you leave a stage.
If this number is between 0 and 75, you will succeed, if the number is between 76 and 100, you will fail.

This result is already pre-determined before you choose to fire the laser/launch the rocket, but it is RNG regardless.

Half-finished? Nah. It is at least feature complete and there aren't any game-breaking glitches or softlocks.
Half-baked? Absolutely. The game only starts to feel any level of good when you've got upgrades unlocked.

At least it doesn't permanently lock you out of a character because RNG didn't go your way.

While X7 locking you out of a character is indeed terrible (and made worse by said character being X himself), anon's point is that you will get X one way (save enough reploids) or another (defeat all the Mavericks) whereas in X5, you can lose Zero for the rest of the game if the game decides so.

Pretty much. The worst part about that decision is that as far as we know there basically a blank for why X retired from the fight to begin with.

There could be details in japan-only strategy guides, interviews and such like there was for X4's external canon.
About the most we have for X7 is that Red is either a survivor of the Repliforce incident, or was a former Repliforce soldier.

The game's explanation was that X was dissatisfied with the fighting or something to that effect.
There was a smarter way of going about it though: Assuming that Sigma was truly gone (given that he only returned in the first place due to Gate and was in bad shape both physically and mentally), X could have felt like the rest of the Hunters could take care of things and step down to focus more on helping people who were affected by the past incidents, unaware of how badly his absence would cripple the rest of the Hunters.
Granted, him not getting immediately involved is more questionable. I guess you could write it as him having dropped off the radar after stepping down and returning once it became clear how much damage Red Alert was causing, allowing for a build up to his return.

The prequel storylet stated that it was rumored that Red was part of Repliforce, though it's unconfirmed since Red doesn't like talking about the past (though Red claims not to like the Maverick Hunters, so take that as you will).
Another backstory facet for X7 it mentions is that Axl himself has no idea where his own admiration of X and hatred of mavericks comes from.

My take on the lead-up to X7 is this, based on in-game dialogue and that bit about Red:

Somewhere between X6 but before X7, X decided that doing the fighting himself was not accomplishing anything long-term. There needed to be broader measures taken to stop what he saw as an endless cycle, and one of those measures was him taking his leave from the front lines for a more management oriented position within the Hunters.

X's command style with his new approach leads the Hunters to being ineffective, thus the creation of the Red Alert syndicate happens and the two entities end up in something of a contest with one another. Red Alert would be beating the Hunters to the punch on incidents, usually handling situations in ways that X wouldn't approve of. Probably stepping on the Hunters' toes while they were at it.
