Yes, very much so. I think it was in a way a peak of vidya, when it reached highest potential and variety, with Japan being arguably at its peak, and when 2D wasn't yet pushed out by 3D; but before whole studios and whole genres started dying out due to huge budgets, before the "normieficiation" of vidya with GTA3 / Halo.
you can see how in >>9494313 there's plenty genres that heavily declined after that. fighters, horror, RTS & TBS, adventure, platformers, etc.
in other genres, games were still inventive (system shock 2, final fantasy 8, crazy taxi, etc.). and there were still weirdo / genre breaking games games like vib ribbon.
and you can see how crazy the legacy of some of those games is. there's steal a huge community for street fighter 3 3rd strike, heroes of might and magic iii, age of empires ii, quake 3 and more. they hold up without any "good for its time" excuses.

Yes, it was.
Tons of PS1 classics and PC was doing great with accelerated graphics and online (Unreal Torunament, Quake 3, RTSs). Also, life was easier, less complicated, web was still virgin for normies and gamers were happy to see the DC and what the next gen, with the PS2, DVD and more games, could offer.

Miss the old days, bros.
