Fighting games AI is shite in general but Tekken 3 is decent on the hard setting for a quick run. Medium is too piss easy.
For actually good AI look no further than Virtua Fighter 4.

Depends on the moves and the controller. Mortal Kombat and Tekken moves are easier on the controller. Street Fighter dragon puches and KoF pretzels are easier on the stick.
Hitbox and keyboard work better than both for everything execpt 360s.
