I lived in Scandinavia, people GENUINELY didn't care about Sega there. As in, I had seen a Mega Drive a couple times in ads but never in real life, and kinda-sorta knew what Sonic looked like. It's a British meme. Europe isn't one big market in the same way the US is, it's a whole bunch of different markets where much of your target demographics didn't speak much or any English at all, which had some impact.

For most games this wasn't an issue and they'd just reuse the American release and call it good, but for any game which required you to read, often this meant it wasn't given a release because it wasn't worth the cost to translate a game they didn't think would sell.
There were some exceptions, like Shadowgate and DejaVu getting translated to Swedish and French, and Link's Awakening getting a German, French, and Spanish translation, and then Pokémania meant German, French, and Spanish translations (Germany being unified by then meant a bigger German market too I guess). We got the Zeldas and Pokémons in English here, I guess they thought Swede kids knew just enough English and could use recess and playgrounds to exchange information and ideas (they turned out to be right).

Anyway, if you look at sales numbers for Nintendo and Sega, it varied here and there, but in many countries it seems to be roughly equal in total sales. Nintendo always did well with the Game Boy even in markets where the Master System and Mega Drive did better than NES and SNES, Pokémania no doubt did its thing too.

Having played Mega Drive games later, you definitely couldn't go wrong with either, but I just never saw or even heard much of Sega here beyond the Sonic cartoons. I saw one Mega Drive when visiting a family friend's house way down south as a young kid, but otherwise I only like heard about Sega and Sonic at the playground on odd occasions. I guess it must just have varied by regions inside the country, and I probably missed Sega's heyday by being born 1992.
