It's a western arcade flyer. The illustrator was Leslie Cabarga, an underground cartoonist who worked in a retro style inspired by Fleischer cartoons; he did a bunch of other variations for licensed merchandise.

Miyamoto did the original cabinet art, widely used as packaging art for various home versions
