It's a western arcade flyer. The illustrator was Leslie Cabarga, an underground cartoonist who worked in a retro style inspired by Fleischer cartoons; he did a bunch of other variations for licensed merchandise.

Miyamoto did the original cabinet art, widely used as packaging art for various home versions

Copyright protection on works-for-hire in the US is 95 years after publication. Differs from Life + 70 years on works by a specific person. But that's the same for anything like this. I mean, copyright protection for He-Man and the Masters of the Universe is retained for another 54 years too.
