I like it. People always try to pull the "5 levels while Mario Kart has 16" bullshit like it's a fair comparison when in reality each level is loaded with much more content with exploration elements that are rewarding while Mario Kart's levels are extremely plain. Hell are there even any real shortcuts besides the waterfall in Koopa beach?

Not to mention how all the characters have their own unique quirks while in Mario Kart they are all just slight numeric variations of a couple values.

It really is. I can agree on tank controls but it's one of those cases when mastering the shitty controls brings you enjoyment.
Every other part of the game is pure soul. This is what Sonic racing game should be, no cars (mostly, we can forgive it to lady and middle-aged man with weight problems), no hoverboards, just running around at the speed of sound.

Wario Stadium has 2 that lets you finish 3 laps in 30 seconds total if you pull it off flawlessly.
Rainbow Roads big shortcut.
Shy Guy Desert has a semi-shortcut where if you have a star and go through the 2nd train track opening, if you use the star as you cross where the finish line it counts a lap.
Yoshis Valley has one near the last canyon turn where you can jump to the other side.
Peachs Raceway has one where after the giant jump, you can aim to the left side of the mountain and if you land just right you'll fall in the water and Lakitu will bypass the castle turn.

I always enjoyed it immensely growing up, was surprised that people said it sucked many years later.
I thought the courses were fantastic, had multiple routes and looked spectacular for Saturn. The different characters all played different and were fun to use. Most importantly there was tons of content to unlock, from the emeralds to the secret characters. It's a unique take on the racing game genre too, I haven't seen a lot of other 'running' racing games like this.

The whole point he was making is that they are not just any 5 typical race tracks, they are complex 3d worlds full of shortcuts and alternate routes and many secrets you need to explore to get(there's no lakitu ready to stop you and put you back in place as soon as you get off the main path)

It's not the typical racing game you play just by trying to get the finish line before the other racers. It's a game that makes you explore and seek the secrets and take note of their locations so you can then try to race while gathering them and still finish first(for the emeralds) or at worst 3rd(for the coins) in order to actually make progress.

The thing about the characters is also true, for instance in MK64 there's 3 stats: acceleration/top speed/weight and each character has slightly different numbers for each stat. That's the only way in which they differ.
Meanwhile the Sonic R characters all have their own unique gameplay quirks like Sonic's double jump, Tails' flight, Knuckles' glide, Robotnik's missiles, Amy's turbo... Then some can do the rolling spin... They also have different reactions to water with some hovering above it all the time, only floating for a couple seconds, sinking as soon as they hit it... All these things make the characters feel truly unique.

They were certainly impressive 3D tracks, with a lot of verticality from memory too.
I kind of wonder what 3D Sonic could have been like if they took inspiration from this game to make some smaller/less linear worlds to explore.

Not him, but can confirm this, in any case. I never even knew there was music in this game (never played on a Saturn when I had this) until playing it on Gems Collection when that came out a few years later. I imagine the PC version wasn't correctly coded for my PC's sound driver. Thankfully the game was fun enough (and had sound effects), so it left me with a good impression of it, anyway.

I looked this up this summer when I reinstalled it on my old PC. It's weird because I SWEAR my copy had music playing it as a kid, obviously I knew all of the music on it, but lo and behold, there are not even any music audio files written on the disc, just SFX. As it turns out, some PC versions had the music omitted, which is retarded, to say the least. I must have gotten this copy without music at some point with a bundle.

The PC version is ultimately superior to me if you can play it with music because playing with a regular keyboard makes the tankish controls very easy (actually makes the game insanely easier). I had mastered the Saturn controls at one time, but every time I have tried to replay it in recent years I get frustrated. Also, as you can see, the graphics have less draw in and look a little bit more polished than the Saturn version.

And does getting a 3D pad add anything to this game? From how a lot of people describe it, I'm not sure if a 3D pad would really help much. I've only got one Saturn controller right now so I have to get more anyway.

When you only play Sonic all posts made are rendered invalided. It's common sense really. The best and only thing about the TT games is their black magic programing, not their actual game sense. I remember that when i had the game as a kid it had no music (except for the title screen maybe?), i still played the shit out of it and as a result the sound effects are very nostalgic to me.
