every time you get the speed shoe it restarts the BGM from the beginning. a lot of the SFX are messed up to and make it sound like Sonic is being played on an old emulator with poor FM synth

you can even test it by creating debug objects and watch the game slow down

It does have more slowdown (although for some reason in some parts that the original has, Jam doesn't).
What OP's talking about is the competition 2 player mode, though. It's slowdown-free on Jam, while the Genesis original is pretty bad.

I nearly bought a Saturn as a kid during the late PS2/GC gen because there was one for sale and I'd watched the History of Sonic video in Mega Collection. It only showed the hubworld and I assumed that was a full game, I nearly made a huge mistake.
Later on I got a Japanese Saturn and I love it.
