How come 90s did 2D action games better than 2020s?

Really the only genres that improved with time were jrpgs and fps.

lol zoom zoom, jRPG gameplay as a whole has been going downhill since the 16-bit era, and FPS took a turn to shittyness in the 00's with the trend of "realism and corridor level design" and only started to recover from that recently

There was more competition to make a better 2D game back then. The home consoles from the NES era up to the SNES/ Genesis era were 2D tile based, with minimal capabilities of doing anything 3D. The Playstation really set the tone for 3D gaming, as it made 3D polygons the new hot thing. Also Sony of America were putting 2D games on low priority and highlighting the 3D games more. The Saturn is a more 2D based machine, but SOA had a lot of pressure to compete with Sony on the 3D front. The N64 was basically a 3D machine. Low end SGi workstation. 2D gaming kinda died between 1996 and early 2000's on home console. Though they were still being produced for the handheld machines, like the GBC, GBA and such.

Because during the 90s even when a game was 2d the were still trying to make something impressive and new. In the 20s when people make something oldschool they're just copying the superficial elements and hitting downwards while using nostalgia wank to lessen their work load.
