I know MUGEN was released initially in 1998, but it was more of a mid-2000s thing.

That said I used to have huge set up, and not only that, almost all the characters weren't shit. They were well made. I used to have a pic of it, but I don't know where it went.

mugen is pretty retro. really you were forced to create "older" games thanks to mugen not supporting any sort of correct mvc type or even kof team gameplay.
its more of a porn novelty than a real fighting game engine.

You can change the order, but you can't make unlockable characters. You can make unselectable and hidden characters though.

My select screen is terrible because I'm a programmer and I only put things in to test them. And when I delete them I forget to remove them. Whoops. I wish there was an easy way to show stages though, I've converted over 200.

I tried to get the most arcade perfect version of all chars (include secrets) from the from those series,
street fighter
street fighter 2
street fighter 3
street fighter alpha
when some char were in more than one game from a serie, i got the lastest one.

arcade setup was
4 random chars (first chars from sf country, all sf2 chars before balrog, all chars from alpha excluding boss only chars, all chars from 3 excluding boss only chars)
sf1 bonus stage
4 random chars (second chars from sf country, all chars from alpha excluding boss only chars, all sf2 chars before balrog, all chars from 3 excluding boss only chars)

Every single character plays well. I have currently thoroughly tested out the first 390 characters (for playability and difficulty), given them a stage, and given their own music as well. Downside is it takes 4 minutes to load up the first time...

Also, just as a question, I remember a good long time ago I had a character that was Vegito from DBZ, but when he was turned into a piece of candy. I remember the drama of sites hosting people's characters without permission. The creators would get so pissed, even though all they did is just rip sprites from actual fighting games. It was essentially "ORIGINAL CHARACTER DO NOT STEAL", but with fighting game characters instead of Sonic. Needless to say, the community is, and always will be, shit. M.U.G.E.N. is for the most autistic of fighting game fans, that want to see the biggest crossover of the most franchises ever, without regard to balance issues.

i started gathering characters from scratch, mostly ones recognized by the current japanese scene. they're specialized in ai so it's more suitable to utilize them for spectating rather than fighting against, though if you're so inclined, most of them have adjustable levels. i gathered about 200mb worth of files so if you're interested, here's the link:

Depends on where you look, really.

There are a lot of really good, accurate characters. There are even quite a few original characters who play really well.

Avoid Infinitymugenteam like the plague. Avoid warehouses like Mugen Free-For-All as well. It has a terrible userbase made up of 13-year olds. Since it hosts everything, there's pretty much no filter to weed out the shit from what's actually decent.

Contrary to popular belief, nobody really gives a shit about warehousing and sharing anymore. Mugenguild is the only active, half-decent community there is. You can tell which characters are worth downloading from there, they actually give good feedback.

Anyways, get everything by POTS. Warusaki3 makes really good CvS conversions. GM's SF3 characters are ridiculously accurate. Vans, Koopakoot and Jesuszilla make nice KOF characters. Muteki makes good GG characters. You'll have to do a bit of searching for the rest.
