I just ordered Lightning Force w/case and manual personally.

This is actually the first time I've had a physical Genesis in like 10 years or so, I think I enjoy it a lot more now than I ever did as a kid.

It won't let me start a new game or even delete the one that's on the cart, and when I try to play the one that's already on the cart it just freezes as soon as I move the character. Feels bad and I have no idea what's going on, man.

I'd say this is very reasonable for a Gen 2 Sega CD. It's easier to find them sold with a Genesis than not.
Also, if you're planning on not burning games, most of the REALLY great titles are around $100-130 apiece. It's expensive to collect for also.

Shining force 2 saves require power. if the power dies, the save-games get corrupt. To maintain power, there is a small battery (unreplacable to my knowledge without breaking open the cart and knowing your way around the circuit-board and a soldering gun)

I had this happen back in the 90's to shiningforce. Sort of. It didn't freeze when I tried to move though. That sounds like actual damage to the cart, either a physical break in the circuitboard (fixable if you have good fine motor skills and can solder), or data-coruption from physical shock or a strong magnet. Of course data corruption that would make the game freeze spontaniously and not having any other visible effects is such a small change in the data, and a strong magnet would do more to the cart (permanently glitchy title screen for instance)
