Jade Cocoon. You can fuse monsters, and there are many possible combinations. Not exactly full-on customization, because you're limited to what monsters you've captured, but I'll never pass up an opportunity to bring up this game.

Create-a-Wrestler modes were hugely popular with players, personally I hardly played the games as a kid and would just make characters.
