What's the best way to go about emulating Rondo of Blood? I understand it's in Japanese since it never got a western release until the ps4 version and I don't want to buy it on ps4.

the PS4 version is just the same version from dracula X chronicles on PSP.
Basically you have 3 options:
-original PC Engine CD, most expensive but most pure experience, or emulated. Someone bundled a Rondo ISO+PCE emulator as an .exe for PC
-Wii: different audio intro (still in german, different voice actor), censored werewolf (no longer nude in human form, has underwear)
-PSP/PS4: same as Wii except is also has some issues with audio desync on some of the cutscenes
All 3 are playable. Wii is probably the best in terms of accessibility and the fact wii outputs at 240p, PSP version is great for playing on the go though.
