Daytona USA for the Sega Saturn still looked better than anything that came out before it on the 3DO or Jaguar. On PC, something like Nascar would be comparable. I owned Daytona USA for the Saturn, played it to death. It plays great. But the framerate is locked at a solid 20fps. The game has mass pop-in. It always looked a bit questionable. Daytona USA: CCE was made using the Sega Rally game engine. It does run at 30fps, has better draw in. But the vehicle physics is odd. CCE does also support 2 player split screen, and there was a NetLink version. I use to have a copy of Daytona USA Deluxe for the PC, which was a port of CCE. I never thought it was a bad game on its own.

Daytona USA on Sega Saturn (launch game):

Ridge Racer runs at a better framerate, 30fps, does have better draw distances. It was the first game released on the PS1, and showcased that the console had a lot of potential. The Saturn port of Daytona USA wasn't that bad. But it did help the PS1 look better. As the PS1 would get a lot more racers in the 30fps category. Though, Sega AM3 did do a remake of the Saturn port of Daytona USA, and it does look better, overall. Runs at 30fps, but has some issues of its own:
https://www.youtube.com/watch?v=yxa59W1d6lc&t=162s
CCE/CE was comparable to something like Ridge Racer Revolution. It does have two player split screen, more tracks, different soundtrack. It should be a better game all around. But the physics and handling is off. AM3 also did the Sega Rally port for Saturn. I think they did say that Daytona CCE was made with the Sega Rally tools/ engine.

Daytona USA Saturn port does perplex me. Because, it seems like a game that should have moved Saturn units in the NA market. The arcade game was a big hit. I live in Canada, there was a point in time, when I would walk into any arcade around me, and find a Daytona USA twin cab, or a 4-player set-up with two twin cabs. I have seen an 8-player Daytona USA set up. I knew a bar with a Daytona USA 'Turbo Edition' unlicensed hack. Sega re-released Daytona USA as Sega Classic Racing in 2011. The arcade machines did really well. I think it was more successful than Ridge Racer in the NA market. Daytona USA on the Sega Saturn didn't move units like Sega was hoping it would. The 4-player set-ups were fairly common around me in British Columbia Canada. 4 player was basically two twin-cabs side by side and linked together. The two-player sit down was the most common one. It was rare for me to find a single player Daytona USA cab. This was a game where the 2-4player aspect brought in a lot of repeat customers.
