A screenshot like that doesn't really do justice to what unreal looked like with a dedicated GPU at the time. Reflective surfaces, textures that were outright more detailed than anything else, and the best lighting effects at the time. It might not win on art style but for sheer graphical fidelity? There wasn't much else that could top it.

Anything exceptionally stylised to the low polygon format, like Mega Man Legends, Dr. Slump, Breath of Fire 4, or that Fist of the North Star game. Games that aimed for realism with gritty textures were immediately outshined by the next generation that achieved the goals better, but the games that treated low polygon as an art style in itself have aged well.

Vagrant Story might not be the most technically ambitious game of the 90s but it's extremely good looking. I don't even like the game but it looks absolutely stunning.The cutscenes alone look two generations ahead of their time.

In terms of pure aesthetics, I like both N64 Goemon games the best as far as 3D from the 90s goes.
But when it comes to the "best" as in most advanced and impressive, it's probably virtua fighter 3 for me. VF1 already blew my mind back in 1994, but VF3 was just incredible.
But, OP says "beautiful" and my mind instantly goes to the low poly edo japan colorfulness of the Goemon games.
