best is kind of loose. spritework encompasses lots of skills; pallet reduction, animation, character design preservation from a downsample, design to a specific rez in the first place, bandwidth saving tricks, etc etc. is there a specific one you wanna point out?

It depends. Chrono Trigger has beautiful spritework but sometimes you don't know what the fuck you're looking at. It took a long time to realize the Black Omen was a Star Destroyer.

It might, or might not be intended, but the firey rocket exhaust and other elements makes a face and it looks like the front of the ship instead of the back

It pretty much is. Red Earth, MVC, etc.
Nazca gets a nod though, as, in motion with all the animations, Metal Slug 3 might be the best looking game every made.
