Was Pokemon the first game of its kind to have two versions of the same game with slight tweaks? I can't think of any earlier examples. Do you know of any? Something that would be pushed as two separate titles offer the "complete" package.

Arcade games did it a lot, see Street Fighter II. Super Mario Bros. 2 (J) also comes to mind

Pokemon cards are grossly overvalued and no where near as rare as most people think.
You can get Pokemon center exclusive consoles cheaper than most graded cards, and they are way rarer than most cards and offer more for their value.

Pokemon was the first to do specifically that. No other games had any reason to do so. Pokemon did it in order to encourage players to trade with their friends.

The closest thing that existed otherwise was games that had the same name but were different on every console. For example Aladdin. But that's really not the same thing at all.

we had this thread a week or so ago, and an anon said there was a bomberman game for gbc which worked like pokemen in that you needed both carts for the 'full' experience. theres also zelda oracle games and another one i cant remember atm (also for gb)

The Zelda Oracle games do have different worlds, stories, and abilities, though, so they don't necessarily fit op's definition of 'same game with slight tweaks', although I'd say, yeah, they're in the same spirit as Pokémon. Both great games anyway.
