It was in the works, but it ended up never being publicly released due to some drama bullshit. Apparently the dude behind it got hired by EA and it was used to emulate Super Punch Out in the GameCube version of one of the Fight Night games. The source code for it then got leaked just a short while ago.

On a related note, anyone remember the Neo Geo Pocket Color emulator RAPE? It stood for "Rather A Pokemon Emulator?" and it's icon was Pikachu with a very crudely drawn dick. I recall Nintendo actually sued the author over the name/icon.
