I think I'd have to get the game boy pocket sonar as one of my choices. I don't know if I'd be able to get any use out of it for fishing, probably not, but it's the only gameboy game with a shred of usefulness in that regard that I can think of.

As someone who owns multiple GBA, the first being gifted to me a few months past the US release I think you are generalizing far too much. The original GBA with a Funnyplaying screen is incredible, and it's simple as pie to swap back to the original non-lit screen in a matter of minutes and without damaging any hardware unless you somehow have a freak accident while unscrewing the case and unplugging the ribbon cable from the board.. Far more comfortable than a SP and being able to use AA batteries makes the backlit screen a godsend. Battery life is barely impacted with a newer modded screen as well. I'm getting 15ish hours on a cheap set of AA rechargables with my IPS screen at full brightness and EZ Flash Omega being used for example.

Sounds like you or someone you know is going to a federal prison camp and you're trying to decide what 10 carts to own. I chose a NES for my allowable sytem because I was worried of losing a GBA, and the Everdrive flashcarts for the NES were easier to disguise than the SNES. But I was carefully considering a GBA too and my friends put together some prototype disguised flashcarts. There are a number of flashcarts out there, either ones you load yourself with a ribbon or use a SD card. If you go the SD card route, you should swap it into an original case (you may need to razor scrape the interior), load the SD, and then cover that motherfucker with circuit board black blob. Try to make the blob look neat. Prepare at least two flashcarts so you have a backup in case one dies on you, and get them mailed in last, after you receive the rest of your carts - that way, if they are discovered, they'll just withhold them and you probably won't lose the ones you already received. They x-ray everything that comes in but the COs are unlikely to notice the SD card or pay much attention to tiny carts with legit looking labels.
Never tell anyone about your flashcarts, and I recommend don't tell them about any regular carts you really enjoy. Someone will borrow and lose it.

In some places, yes. Depends on the security level and your classification. We could have a gaming system but there were restrictions. It couldn't have Internet/wifi/network capability. No hard drives or memory cards were allowed. One gaming system and a maximum of 10 carts or discs were allowed. The system and games had to be originals - no custom modifications, no multi game carts. No system newer than a PS1, but PS1 was handicapped by not allowing memory cards. Later I found out they allowed the N64 graphics expansion pack, which had a built-in memory bank. The rules against memory cards was because they were afraid of debt lists, illegal porn, or other stuff being loaded and hidden from COs doing a physical search. Carts that did their own saves were okay.
