Numpads on consoles were a solution to an upcoming problem which never arrived. Back in the late 70s, when home computers started to become a real thing, there was an expectation that video games are about to become more complicated due to consoles being eventually replaced by proper computers. More complicated games mean more complicated control schemes. This prompted console manufacturers to preempt that philosophy shift by adding as much buttons to controllers as they could.
Atari 400 was supposed to be a simple Atari 2600 successor console, but they plopped a keyboard on it to play Star Raiders, and then it somehow got rebranded as a computer. It was seen as a natural evolution of gaming medium.

The philosophy behind game design was different at the time. The people making video games in America back during those formative years were computer programmers and electrical engineers. The way they built these machines was of the philosophy to provide a toolbox and let the people making the games decide how to use it. So you'd get these number pad controllers and the games would come with paper overlays you'd slide on top that would tell you what button does what for that specific game. This philosophy of providing a framework and letting people do whatever they wanted with it was very sink or swim. You'd sometimes get garbage and other times you'd get geniuses like Carmack who thrived in that environment. Then Nintendo came around and simplified everything. "You get these buttons and we're going to tell you what they're for. You get these ICs and this is exactly what they're for and what they can do." It railroaded designers but was comparatively "easier" to make something decent. This wasn't an accident. Unlike the American game companies that were coming from electrical and computer backgrounds, Nintendo was primarily a toy company. Miyamoto is an industrial engineer by trade. He designed his earliest games the same way he would a toy, by "building it" on graph paper. A toy company wants the product to be as intuitive as possible from the outset. It was an entirely different way to approach the problem.

It's always been a little strange to me. I figure that a small 12 button pad (0-9 + 2 additional ones because they fit) would be handy for inputting text quicker, or just providing an array of hotkets, making controls a bit handier for RPGs and sims.

I think part of it was that the numpad controllers of the Second Console Generation might've been seen as a natural way to expand the number of buttons on joystick controllers, the dominant style of home console controllers at the time. However, as we all know, the home console market went bust in North America, taking down almost all the North American console makers with it, and Nintendo revived the market, becoming the dominant player as video games rose to new heights. As Nintendo's game pad quickly then became copied by the other console makers and, when it came time to expand on gamepads with more buttons, I believe it became immediately clear that adding a numpad to gamepads wasn't the best way to do so.

Don't forget that this was the hottest tech device of the 70s. It had a huge influence on computers of the 80s, but not arcades, where the games were actually being played, and where the controls were much more influenced by mechanical fairground games.
