Why didn't it become browser based like RuneScape? It could have been one of the dominate MMOs of the 2000s.

RuneScape was always free to play right? You had to pay a monthly sub fee for UO and I don't think making it browser-based to compete with RS would've made much of a difference if it still had a fee, and since they were bringing in millions every month during its peak they wouldn't want to give that up. It also lost a lot of players during the early 2000s after the Age of Shadows expansion and they just started adding more stuff to milk the whales instead of trying to go for total numbers. It only recently got a free to play limited access mode but it hasn't seemed to make much of a difference regarding player count.

Whales = players who spend a lot of money on the game. UO started adding a cash shop and lots of stuff to buy and I guess it's been enough to keep them afloat while the total number of players dropped.

It was THE dominant MMO until WoW became a thing and then picked up steam.
