Sometimes true, sometimes not. Ideally, you need to be playing a game that's challenging enough to demand that you git gud, but if it's too hard, you don't really develop a skill unless you grind it out. And any situation where you have to grind it out isn't going to be fun. Besides, a game where you win due to rote memorization isn't as satisfying as being strategic.

If a game is going to allow for some wiggle room in letting you make mistakes and said game also wishes for gameplay to be altered between said mistakes, it makes more sense for the player to actually become stronger when they are closer to running out of leniency. That way you are encouraged to keep playing to the last moment instead of reset-spamming when learning the game and you get a high-risk/high-reward tradeoff for playing in low health after you've mastered it. There is no good argument for the gradient to go the other way when the total sum of chances you give the player is the same and total difficulty is hence preserved.
