How about Sega JAP and Sega US actually communicating with each other? That would’ve been a good start. Dreamcast obviously would never have done PS2 numbers but it could’ve passed Xbox or GC numbers had it continued momentum.

Sega was literally simultaneously releasing their games on the Dreamcast, competing consoles, and even Windows.

I would have given up on the console business and just developed games for other consoles much earlier than they did.
If the Saturn and Dreamcast never existed, but all the Saturn and Dreamcast games were developed for and released on other consoles instead... wouldn't that be perfectly fine?
Do we really wish other companies like Taito and Capcom and Konami had all sold their own consoles too? What's the point?

Not at all. Was Sega supposed to sit around and wait until 2001, basically 2002 to finally port their late 90s arcade games and other titles to home consoles? Because PSX and N64 were not fucking with Shenmue, Sonic Adventure, Crazy Taxi, Jet Set Radio, Fighting Vipers 2, Sega GT, Skies of Arcadia, etc. they simply did not have the power.
Maybe PC ports could've been pulled off but the console ports to the hardware of the time would've been abysmal if possible at all.
