The thing is you have to actually maintain the original game's appeal, and make the game look better than the old one, which a lot of remakes struggle with.

Your best bet is releasing on Switch there's a reliable young demographic for retro style in there. ABSOLUTELY DO NOT RELEASE ON PC or your work will be pirated by russian, br and chinese scammers.
I noticed that modern arcade ports ship with built in savestate/cheating tools that obviously disable leader boards. Including small challenge missions and some sort of rpg incremental system is a smart idea. Guilty Gear Xrd players admitted to having had more fun gambling on the fishing gacha minigame than actually climbing online ranks. Don't listen to hardcore fags there's obviously demand for casual modes like that.
Forget about making money from this though. The market for this kinda product has long died of alzheimer and old age.

They usually come off as amateur devs getting their foot in the door with a project where they don't have to do any original design, or companies testing the waters before making a new game like >>8771443 mentioned. Honestly, the time spent making a remake would be better spent making patches, mods, or user-friendly launchers for the original game, or making a decompilation or source port of it. Support the original instead of creating competition against it.

As much as possible, I would love it if they gave it the same love as Square Enix's HD-2D remakes of Live a Live and Dragon Quest III.

A lot of people are too autistic in any change of art. On the other hand making a 2D sprite game with 3D just isn't appealing unless you possibly do some cel shaded stylization and even then it won't work for everything. Some that remain 2D still can look ugly. The Gods: Remastered "HD" graphics is just worse than the original, but at least you can toggle it. Same with the R-Type Dimensions collection with the original and the new inferior graphics to choose from. Then you have that Ultimate Ghosts and Ghouls game that has terrible animations. Toki has a somewhat similar style to the GnG game but the animations are significantly better.

No. Purists will play the original game and kids have better shit to be playing. You may get the odd curious person but it's not a strong market.
Games like Zelda, Pokemon, Crash, Spyro and such get away with it because underneath there's a decent game.
Not saying Battle City is bad, it's just basic. The game barely benefits from a fresh coat of paint.

Nintendo ruined an otherwise fantastic remake of a Game Boy game with the graphics they used. They could have used the same/similar engine used in A Link Between Worlds but apparently, they figured making everything look like a Lego playset is the way to go.

I will not spend more than $20 for this game.
