Try CRT shaders on a PC CRT monitor.
I like CRT-Royale triad size 3 with glow and diffusion settings turned off.
Use the highest resolution your monitor is capable of.

This doesn't work as well as 1536p and higher. You want the extra vertical resolution to make the simulated raster lines look more realistic.

it became smooth, sharp and more defined at the same time, it can even pass out as a "remaster" of sorts

I wouldn't I'd probably just not use it. What I remember of monitors of the era is a slight texture (blur isn't really the word for it) from some kinds of anti-glare coating. Blur only comes into the picture on CRT screens when you hit their max resolution that they just can't quite resolve, usually above the "recommended" resolution. Back in the day that may have been as low as 800x600 or even 640x480 but pretty much all DOS era games ran at 320x240 and monitors had no issues with that

Is there yet a way to make Reshade's CRT-Royale look the same as the one in RetroArch? I know they're not identical, but all reshade CRT filters look like ass on a 4K TV and ok on a standard FullHD monitor, whereas RetroArch shaders look best in 4K. Also there's a very noticeable green tint in 4K with Reshade for some reason.

Try CRT-Easymode, or perhaps CRT-Guest-Advanced-Fastest if you want more things to tweak. Don't get your hopes up too much - CRT shaders demand as much resolution as possible to get good results, while simultaneously requiring integer scaling so the scanlines and phosphors don't look misaligned and uneven. At 768p, that restricts you to 3x scale, whereas 1080p can go up to 5x with an acceptable bit of overscan.

That said, maybe you'll figure something out. I just threw this together real quick on Guest-Advanced, and though it's slightly dark, it doesn't look TOO bad for your target 3x scale.
