When they went bankrupt again last year, this time as a publisher.
http://www.ign.com/articles/2012/03/30/sega-streamlining-business-cancelling-games

It's the reason why they handed publishing of bayonetta 2 and the new sonics to Nitendo.
> SEGA has made the decision to consolidate its publishing business in order to focus on developing digital content and driving its existing IP such as Sonic the Hedgehog, Total War, Football Manager and the Aliens franchise. This realignment of the business around existing and digital IP is a necessity to ensure that SEGA continues to invest and enhance its digital business offering, whilst reducing its reliance on traditional packaged goods.

I thought Journey of Dreams had a lot of new stuff, like My Dream, new controls, kids-only levels, largerly revamped NiGHTS levels structure (chase instead of blue chips collection, awakers instead of the alarm egg, etc), cutscenes, VO for every character. I think it is enough to call Journey of Dreams a sequel. If you want a remake, there is NiGHTS Into Dreams HD on PSN, XBLA and Steam.
