At least when using RetroArch that is not the case. You can literally do both at the same time by turning off GPU Recording in the Recording settings. If you do that video will be recorded before scaling and shader application while you can enjoy both during actual gameplay. Also comes with the additional benefit of being way less resource intensive.

If you want a good custom preset for recording in RetroArch, safe this as a .cfg and then select it as a custom preset in the settings:

vcodec = libx264
acodec = libmp3lame
pix_fmt = yuv420p
scale_factor = 2
threads = 3
video_crf = 18
video_preset = superfast
video_tune = animation
audio_bit_rate = 320000
sample_rate = 44100

60fps, really nice 3D, timing feels a little fast and super twitchy. The cover art is fantastic but the game really awkward to play. Absolute Britjank at its finest.
