Probably Resident Evil 1. Certainly not Silent Hill 2, since it has more in common with modern moviegames than it does with the typical gameplay-focused retro game.

It's this and SH1 is the only one that's close. Not saying that SH2, RE2&3, AitD, SS2, PE, the list goes on aren't great but they're not the definitive retro horror.

There's a load of rather unsettling games on the PS1. Before current gen graphics and advanced mechanics they had to rely on plenty of stuff. As a kid resident evil shit me up big time. As an adult the original silent hill still scares the life out of me. I had to play through it with a friend recently for moral support and I'm 40.
That said though, i played through it no problem with gameshark infinite ammo, shows that the survival element of it really plays into the horror of it.
