In terms of art style? Absolutely. I'd say this game has the greatest art style of all fighting games in history. It was cartoony, fantastic and colorful without being unreadable or hard to keep track of. Only Skullgirls came close.
Technically? You can't argue with the power of CPS3, 3rd Strike wins. We were truly robbed of CPS3 Darkstalkers, I'm sure it would've happened if SF3 didn't fail as hard as it did.

Darkstalkers is so good, it's my favorite fighting game franchise even though it stayed dormant since the early 2000s. It managed to take the basics of Street Fighter and expand them in a cool way without sacrificing readability. It was the first "anime" fighting game, but games inspired by it, like Guilty Gear or Blazblue, never managed to achieve what Darkstalkers achieved. Also, character design is leagues ahead of modern overdesigned shit.

At least with the 6th generation, an argument can be made that it was just a technical evolution of the 5th generation. The mentality was mostly the same and the games industry wasn't radically different than that of the 5th other than better hardware. This is definitely not true about the 7th gen and really you can think of the 7th gen as the true beginning of modern gaming, while the 6th gen was the last truly retro generation. Even if it is almost retro in terms of age, it will never be retro in terms of actual game design, the state of the industry at the time and so on and so forth. The Dreamcast was allowed because it was released in 1998, and it died prematurely in 2001 (a time when Ps1 and N64 were still relevant).
Yes, it was the exception of the 6th gen being allowed here, but it made sense and totally entered the criteria of "1999 and before".
I think the real mistake was that they allowed unnecessary vidya boards (/vm/? come on), while the much wanted /v2k/ was completely ignored.

I get your point about the unnecessary vidya boards not needing to exist at all, but on the same token, why devote one board to just one generation of gaming? Modern gamers wouldn't use it because 6th gen isn't really modern and /vr/ users wouldn't use it due to the years the games came out. If anything, allowing 6th gen here made sense since 6th gen games aren't talked about very often on /v/ in the first place and just from the zeitgeist at the time, 6th gen games are really just refinements of 5th and sometimes 4th gen games, so it would be kind of pointless to make another board to exclusively talk about them when there already is a board to talk about games that are similar enough.

Plus, in terms of the culture, the people that were having a conniption about 6th gen titles ruining this board were wrong and in general, this boar is still very much the same as it has always been. Vampire Savior is my second favorite, with Marvel Vs Capcom 2 being my favorite.

There's still really nothing like Vampire Savior. It influenced Marvel and Guilty Gear and through them pretty much every modern "anime fighter" or "air dash fighter" or whatever you want to call that particular breed of combo heavy, high air-mobility fighting games that followed. But it's nuances are still totally unique to it. I can't think of any other game that feels as constantly aggressive without being dumb.

And of course the cast, aesthetic, and style is inimitable with probably some of the best pixel art animations ever.

There's no shortage of cool monsters you could base characters on, the trouble would be if current Capcom or anyone for that matter would be able to make new designs on par with the current cast. Pretty much all fighting games as they go one get lamer and lamer with the majority of their newcomers. I can only really think of two or three newcomers in SFV that I think of favorably and even then I don't think they reach the level of the old games in terms of being either aesthetically pleasing or pushing the weird factor. Guys like Rufus, Oro, Necro and Hakan outweird G and FANG by miles and while Menat's cute and definitely pretty different and unique among the female cast I don't think she's really as great as some of SF's best looking girls.
Every other newcomer is either comparatively boring and generic like Falke, Ed and Laura. Got hit with the ugly stick like Luke and Abigail, or just altogether forgettable like Kage, Necalli and Zeku the latter of which is only really not a fleeting memory in my head cause he has ties and allusions to Strider.

I actually like the characters of SF3. So I do think Oro and Necro are cool designs. A Gracie and another stretchy character (like Dhalsim) works for me. I did think G was the coolest new male character, but he's now like a fleshed out Q. Don't misunderstand I love pretty much every SF3 newcomer except Remy. A lot of my favorite SF characters are the weirdos, so a lot of characters that most general SF fans dislike like Rufus, Hakan or FANG I'm also pretty fond of. Which is why I guess most SFV newcomers don't do it for me, so many of them are so basic and generic, weirdos I think for the most part is something SFV lacks and considering SF6's art direction from the teaser it may sadly be a persisting trend.

Nago and Goldlewis are cool and I like them a lot, and Gio is good but mostly just cause she's hot and not really because she's that interesting of a design. Happy Chaos is fucking horrible though. With GG I think it's less the newcomers are bad and more the art direction changed so much from XX to Xrd that even the newcomers and redesigns look out of place comparatively to the veteran characters who didn't change much. Characters like Elphelt, Bedman, Answer and Leo felt like they would fit better in Blazblue than Guilty Gear. Even the newcomers I liked like Ram, Jack O and Kum debatably are a little out of place too. Though even as much as I don't really care for them I'd say they're a step above 90% of BB's character designs.
It's prob just my preference to the XX style clouding my judgement and its not like XX didn't have losers like Testament and Anji.

To be fair even GG1 also had characters like May, Baldhead, and Kliff who weren't really "metal" like most characters. They would do more of them like Jam and Bridget but by Xrd it was clear that they wanted to move from the rock and metal aesthetic to just fantasy anime. Personally I think GG is at it's best when making characters who are just completely off the wall like Faust, Robo-Ky, and Zappa, it's those characters I feel really leave an impression on the player.

Naw you and me are in the same boat, all of my favorite GG characters are the weirdos. Zappa, Eddie, Faust and especially Leopaldon from Isuka. Even my favorite girl in the series is Abba. That said even some of the less "metal" characters I like a lot like Dizzy and Bridget, but I guess its because even the more typically anime characters back then had something visually weird, interesting or cool about them. Bridget had all of Roger's transformations and Dizzy had Necro, the fish and her tail. So I guess it's less about fitting the theme for me and more just looking and being interesting. A character like say Fanny from Petit is probably the least metal pre-Xrd design in the series and I still think she's a great design with a lot of personality. There is also a novelty in having the contrast between the edgy and metal inspired characters and the softer cute ones that is kind of lost now with the general style shift.
Additionally I'm a big fan of Bastard!! the manga that was a huge influence on Guilty Gear also fluctuates in art style across it's series run and I think that manga looked its best when it pushed the extremes of both the wackyness and edgyness with its designs and expressions.

Honestly most of my dislike for Testament comes from fighting him lol. I don't feel strongly about his design one way or the other, I don't think he's really all that cool even though he definitely fits the theme but hes also not terrible or in my least favorite designs in the series.
I think my big GG design sin is that I'm not to big on Johnny, something about his design just screams trying to hard to be cool that it just kind of falls flat for me. If he hit that sweet spot between weird and cool maybe I'd like him more but sadly he doesn't.
