Yeah usually. Check the readme so you know what you’re doing. If there’s more than one IPS file that means there’s several variations and different tweaks. Let’s take for example Phantasy Star 3. There’s a romhack available that retranslates the script to be more faithful to the Japanese original. When you download the hack, you get three files. One is just the new translation, one features a faster walking speed and the other features higher XP drops. You can pick and choose which one you want or patch all three files on instead. If you’re having trouble, check out CDromance. They have prepatched roms so you can don’t have to hassle with patching yourself

How was Brock ever supposed to be a challenge in Red and Blue? Even if you got a Charmander you could just spam ember and do significant damage due to their awful special stat, I don't even think giving him more Pokémon with wide movesets would help (ie Fire Blast on Geodude to counter Bulbasaur) due to how awful rock type was.

Sleep is super useful in Gen 1, since it lasts way longer. Paralysis is great against human players, not only for giving a chance to lose a turn, but also because it slows them down significantly. Regular poison is kinda pointless, but Toxic can be powerful in later games. You can do the Toxic + Leech Seed bug in Gen 1, but it's not that useful against a human opponent (they just have to switch out and it becomes regular poison). Giving a weak status like Poison is actually giving your opponent an advantage too, because status effects can't overwrite each other in Gen 1.
