Sega is still one of the top players in the arcade game industry, also remember that most games in Japan nowadays require you to subscribe to their network services and pay a percentage of each credit you make. COVID fucked everything up hard but Sega's arcade game division is in no danger.
It should also be noted that Konami and Namco closed most/all their arcades down a long time ago yet are still actively making arcade games.

They're been making arcade games longer than they've been running the establishments. Hell, Sega was originally founded as a coin-op manufacturer before arcades as we know them now even existed.
Japan's real estate industry is incredibly competitive so I can see why Sega would want to drop out of it. Remember that Sega sold their arcades, not closed them so that's a sign that they are still making enough money to justify their continued operation. Even the Ikebukuro arcade that people were making a big fuss about closing last year re-opened literally across the street a few months later.

(well, you may have heard of that last one if you're into rhythm games) If you believe Sega's arcade games have been failures over the past two decades, you don't know shit about Japanese arcades. The rebranding to GiGO sucks, I just pray that they won’t get rid of the retro floor of Sega building 3 in Akihabara. It’s the only place in Tokyo I’m aware of where you can play Prop Cycle, The Ocean Hunter, Emergency Call Ambulance, Scud Race, Harley-Davidson and LA Riders, Gunblade NY, LA Machineguns … the list goes on and on of the rare late-90s / early-00s coin-ops they have in there alongside the usual stalwarts of Virtua Racer, Outrun, Space Harrier, House of the Dead, etc.
