Mega Man 7 was released stateside which Bass was the biggest focus. Then he was in Mega Man 8. THEN he was in MM&B which wasn't released stateside until GBA port.

I was talking about MM7 and MMB respectively. MM7 came out in the US around the same time that X3 did. Neither of these games were common the way that X1 was.
MM8 is one of the most bubbly, anti-edgy MM games - especially compared to some of the PS1-era X games.

Sonic had a bunch of weird cartoons and comics that took themselves very seriously and had CWC-tier plots. It seems that the only normal cartoon was Adventures of Sonic the Hedgehog.
Mega Man was always a lot more straight to the point. He's a robot, he gets upgrades, he fights bad guys. His cartoons were like that too.

Tone. Rockman is fighting to protect humankind while Sonic's motivated by ego.

Rockman kills his adversaries. Yes they're artificial life but they're presented as having humanity by way of their personalities and selfishness. And so the tone is much more serious.

Meanwhile Sonic is an anthromorphic cartoon hedgehog that cracks jokes and exists to show off. Any depth they give to the character is incidental at best.

So when a fan sees an expressive character like Sonic they want to express theirselves too. The issue is that because youth are underdeveloped humans their ideas are underdeveloped too. It's all part of the growing up process, though sadly some people never mature.

I guess you can also consider that Rockman games are much harder and will filter people who don't play them seriously.

There are plenty of sprite comics and OC robot masters, but I think the base designs for Sonic and freinds lends itself to fanart a lot more than OG MM let alone the X series.
I also think the wide array of different Megaman iterations helped the fanbase have different types of designs and gameplay styles to choose from.
But Sonic's formula (when it's not a spinoff) is literally/unironically straight forward. I love Classic, Adventure and Boost, but they all have one thing in common, and it's beating stages and meeting objectives fast.
Even Sonic's only RPG sucks ass.

Also yeah, cartoon hedgehog. Robots are usually autonomous ignoring a lot of animal themed Mavericks, humanoid robots are easier to associate with.

Lore-wise, I wouldn't say Sega ripped anything off. Shadow and Bass are wildly different characters.

Shadow is a living experiment to create the "Ultimate Life Form" and his rivalry to Sonic is based on that. He doesn't have an explicit rivalry to Sonic, he just thinks that that blue hedgehog is inferior to him if anything.

Bass, on the other hand, was built with the express purpose of defeating Mega Man. Creators influence their creations, and Wily is so single-minded about defeating Light that he created Bass, a robot that refuses to listen because he thinks he was strong enough from the get-go, and is willing to prove it if he feels he's challenged, which creates an interesting inversion because Wily is the one who stops listening to Bass.
