As >>8554740 said, this was their last chance. They pulled out all the stops and made sure the library was absolutely top tier and incredibly diverse. They couldn’t risk another Saturn and everyone at Sega, both divisions, knew that this was their final chance. It’s a cliche comparison but this was their Final Fantasy 1, one last make or break game/console that would determine their future, so they didn’t hold back and pumped out a tidal wave of high quality software and made the console the polar opposite of the Saturn. Cheap to make, easy to program for, etc. It’s genuinely quite amazing that in less than two years, they released double the N64’s library which was significantly more popular. It’s honestly baffling, but it’s incredibly admirable and it stings even more that it never caught on as it should have. C’est la vie

The Dreamcast had the luxury of timing. There were a lot of arcade games that were juuuust outside the capacity of the PS1 so the Dreamcast was a good option. Plus it got a bunch of upgraded ports of games that were on PS1/N64.

It wasn't too atypical of a company to put out a new system within a half decade, especially during the 80s and 90s and in Japan where the cutting edge market was very competitive. Saturn's peak in Japan was between 94-96. Virtua Fighter 1 and 2 moved systems. They bet on VF3 and Dreamcast in 1998 to repeat that success.

JSR runs on a shitty version of Dx9, which is already a shit DirectX version. Some systems literally can't launch the game from Steam and have to run the .exe in admin mode. It's missing music tracks and there's an unpatched save bug for going on a decade now (made even worse when you can't run it from Steam and have no save cloud backup). Load times are better though which is nice.
