I think either FF Special or Real Bout Special are the overall best, but I have a soft spot for Fatal Fury 2 just because of how maddenly OP my man Jubei is.

Australia-kun, is that you? Not every gameplay aspect is a "gimmick".
Also, Garou is fine but real FF fans know it's a rather barebones game. Most hipsters only praise it because of the overanimated sprites.

3 has the best presentation imo and is peak representation of the gritty, 80s action movie/snk feel. Lots of fun little background details.

Real Bout 2 is probably the best playing. It has a vaguely comic book style to it that makes it feel like their version of the SF Alpha series.

Not a fan of Mark of the Wolves. I will admit its probably mechanically very well done, but its the Street Fighter 3 of the series and barely feels like the previous games in tone.

Probably Real Bout Special or Real Bout 2. In Japan it seems like Fatal Fury Special is the only one though that has any kind of scene and sees play still.

I don't hate it, but it's true that the sprite animation makes video game hipsters like it more, rather than because of the gameplay.
I don't even consider it a FF game, more like a spinoff. It's Garou, not Garou Densetsu.
