Back in mid-80s when EA just formed they tried to be really good guys, promoting their programmers as rising stars on game covers and having good relationships with outside studios. This approach did not work out financially.
The deal with Genesis was that EA strictly followed the law and did a proper clean room reverse engineering of Sega Genesis, unlike above mentioned Tengen who willingly broke the law to illegally obtain schematics of 10NES lockout chip. They had the right to publish unlicensed games and money to protect that right against Sega in court. EA had the mentality of a computer game publisher where first party licenses are no-existent and they did not want to bend for anybody.

They properly and legally reverse engineered the Sega Genesis lockout technology. They could have just dumped games for the platform but instead decided to use this to negotiate a better licensing deal. If you have the ability to not pay licensing fees, why would you. Should people pay licensing fees to Microsoft for making a Windows game? The only reason the licensing fees exist for consoles is because they put in tech to prevent you from self publishing and sell you the solution.
