it's not easy, it's time consuming and it takes effort but you just gotta study how clothing and fabric works, among other things like physics, lighting, shadows, perspective etc, combined it makes this beautiful stuff, there's plenty of courses and books to study this.
The reason these fluid sprites weren't used as much is because a lot of these fighters took shortcuts on animations due to technical limitations, they had to fit the rest of the game and it's fighters, less development time. it's also good for smaller budgets games or starting franchises, as well for balancing fighters, for the animations timing or make the movements read better.
They would rely on strong key poses, with easy to read frame transitions between those key poses, while using the least amounts of frames as possible in between key poses, and they would sometimes repeated movements or flip them to make them longer. They let your brain fill in the gaps when it all plays at once.
With better tech, more time, bigger budget, and seasoned experts of the craft, they could do more with it, fluid movement between key poses, more attention to detail on smaller things like clothing's reaction to the movement, add 'weight' to it, something that had to be originally interpreted by the viewer.
I don't think it's a lost art, this stuff still applies to 3d games, and cgi stuff, though most likely a bit differently since it's a third dimension.

Not everything needs to be fluid because it can, though, it can just be a stylistic choice to limit the fluidity to fit with the style the game is going for, it can be used for different things like comedic effects where it's quick and snappy, stylish rule of cool movements where it lacks weight but still follows some rules of logic to sell it, or more dramatic moments where it slower and more parts are moving at once. Sometimes too fluid can come off looking awkward or uncanny depending on the subject.

Mo cap and rotoscoped uses the same base: human movement data. Mo(tion) Cap(ture) is digital data used for animation in the 3D space while Rotoscoping is digital footage of a human example traced over into a 2D drawing.

Or even 3D model because you can still "trace" using 3D, it's just closer to "heavy referencing" at that point since the logic from tracing is to "draw over" but the end goal of tracing is "to copy" so you don't need it to be a 2D drawing for it to count as tracing, just something near 1 to 1 to the motion of the source still will count as tracing.

By the by, there's nothing illegal about tracing despite what everyone cries all the time over, it's just typically comes off as lazy depending on the context. Animes and cartoons have to trace from their model sheets to keep the show on model, but tracing from other peoples work without their knowledge/permission is typically when tracing is viewed as bad. But on topic to the discussion here, it's less >>8438489 and >>8440748 are based on other people's work that's the problem, it's more that the lack of motion on the head next to the "overly animated" body looks out of place and thus, uncanny. Which typically happens a lot in Japanese media because the simplified anime heads clash with realistic body movement because that's the point of anime, to be limited on purpose. You can't use simplified anime with realistic motion, they are conceptually opposite to each others purpose.
